どこで取ってきたかは忘れましたが、ファイルサイズは同じです。
readme.os2には、

* This is autoconf-2.13 for EMX/OS2.
  You can get the original source from ftp://ftp.gnu.org/pub/gnu/autoconf/.
  The original port (2.12-X) was maintained by
  Jose Garcia Ripoll <worm@xxxxxxxxxx>. He has withdrawn this port and I
  take it and continue from autoconf-2.13.
